A Study of Socioeconomic Influences on Vulcan Space Exploration

A Study of Socioeconomic Influences on Vulcan Space Exploration was a paper written by S'task. He unknowingly used Heinlein's Law in his logic. This "law" suggests that any money spent in the development of space travel would lead to technologies that could then be marketed to the public, thus paying for itself. Surak could find no fault in this logic. (TOS novel: The Romulan Way)
