al-Rashan was a minister in the Federation government in the mid-2370s. In 2376, he met with Betazoid Ambassador Lwaxana Troi and Cardassian representative Elim Garak, who discussed the relative needs of their respective worlds for Federation aid in the aftermath of the Dominion War.
