Lieutenant Commander Alan Bernard was a 24th century Human Starfleet officer. In 2371, Bernard was assigned as a crewman aboard the Federation starship USS Voyager shortly before that vessel was trapped in the Delta Quadrant. He had been assigned to that vessel as a lieutenant, but was later a lieutenant commander in the sciences division. (ST video game: Captain's Chair; VOY episode: "Warhead")

Bernard had previously been assigned to Starfleet Research and Development, where he had served on the teams that helped construct and design such ships as the Voyager and the USS Pasteur. (VOY episode: "Caretaker", et al.; VOY episode: "Message in a Bottle")
