In that year, she attended a meeting at which Admiral Jonathan Archer presented Dr. Phlox's findings about the newly discovered dangers of the transporter technology. When it was determined that there wasn't any immediate solution to the problem, Council President Thomas Vanderbilt ordered the use of transporter restricted to inanimate objects. In the following years she worked closely with Admiral Archer on a fleet modernization program, ordering the design and construction of more exploration oriented vessels such as the Columbia and Ceres-classes. (ENT novel: Live by the Code)
In early 2166, Admiral Archer put forward a proposal for a non-interference policy. Osman was leaning toward supporting the policy, but it faced strong opposition from all over the Federation including Alpha Centauri. Eventually, the goverment decided to further debate the issue.
