In 2378, Liu held the rank of vice admiral and was the Chief of Starfleet operations in the Maelstrom sector out of Starbase 12. During Legate Matan's attack on Starfleet in the area, Liu was responsible for organizing the defense. She also rewarded the crew of the USS Dauntless by transferring them to the USS Sovereign.
