Anthony DeCarlo was a male Human Starfleet officer, born in the 24th century.

In 2381, Lieutenant DeCarlo was the tactical officer of the USS Planck during that vessel's exploration of the Delta Quadrant. (VOY novel: Children of the Storm)

The Planck's first mission was to investigate a non-corporeal species, called "Children of the Storm", together with the USS Quirinal and USS Demeter. Four days into the mission the fleet aroused the interest of the Children of the Storm. Captain Regina Farkas' attempt to parlay with them failed and the Children surrounded Planck and destroyed the ship, killing everyone aboard. (VOY novel: Children of the Storm)
