Arlan was a Bajoran male and a member of the Bajoran Militia assigned to Deep Space 9.

In 2373, he travelled to Cardassia aboard the USS Defiant to guard the Orb of Time on its way back to Bajor.

During the voyage home, Arlan was attacked and stunned by Arne Darvin. (DS9 novelization: "Trials and Tribble-ations")
