The Avenger-class was designed by the Starfleet Corps of Engineers to compete with smaller, more agile vessels such as Klingon Defense Force battlecruisers. The class was designed with an emphasis on war rather than exploration, and debuted in 2409 with the lead vessel being the USS Avenger. The class's introduction sparked a minor arms race between Starfleet and KDF ship designers, resulting in the Klingon Empire's introduction of the similarly performing Mogh-class battlecruiser not long afterward. (STO website: Season 8 Dev Blog #29)
The Avenger-class was larger than most Starfleet escorts but still smaller than many other cruisers. Its viewports were inset into the hull and were covered by armored shutters when the ship went to red alert. Additional shutters protected the warp nacelles.
The class was heavily armed but had a weaker hull than competing cruisers. Among its weapons was a unique autonomous weapons system, the variable auto-targeting armament, consisting of a pair of homing missiles with varied modes of attack.
