Babel was a planetoid in the Wolf 424 system which served as a neutral site for many diplomatic talks and other events between powers of the Alpha Quadrant. (RPG reference: The Federation) It was unnamed until 2154, when a conference between Earth, Vulcan, the Andorian Empire, and Tellar was held there, under the code name "Babel", a name derived from the biblical story. (ST - Myriad Universes novel: A Less Perfect Union)
Babel served as the home of a part of the Federation Council, as well as being the location of the Babel Station. (TOS novel: Vulcan!) Outside the Babel Station was an esplanade where a variety of commerce was conducted and due to the neutrality of the site, weapons were not allowed to be carried by visitors who were under strict regulations. (ST comic: "Alien Spotlight: Orions")
[edit] History
In the 19th century, Babel was host to the Ramatis Choral Debates. (ST - Myriad Universes novel: A Less Perfect Union)
The first Babel Interplanetary Conference was held in the year 2087. (ST reference: Spaceflight Chronology, TOS novel: Strangers from the Sky)
In 2264, a conference was held there attended by the newly-promoted Fleet Captain Christopher Pike, Tellarite Administrator Muso, Vulcan Undersecretary for Agricultural Affairs Sorak, and Spence, among others. Pike saved Muso from being killed by the Orion assassin Leata only to learn later of Muso's criminal activities. Muso was eventually arrested by Babel Station security after ordering Pike's death and attempting to kidnap Leata. (ST comic: "Alien Spotlight: Orions")
A major conference was held on Babel in 2267 to consider the question of Coridan's admission into the United Federation of Planets. Ambassador Sarek played a key role in overseeing this process. (TOS episode: "Journey to Babel", TNG episode: "Sarek")
In 2268, the USS Enterprise sent a message to Babel suggesting that it be the location of the Federation Council. (TOS novel: Vulcan!)
By the 2280's, the planetoid was used as a site for peace negotiations between the Federation and the Klingon Empire. Ambassador Robert Fox was dispatched to the world in order to meet his Klingon counterpart Kalor so that a peace could be formed between the two powers. (TOS comic: "Who Is... Enigma?")
[edit] Alternate universes
In one alternate timeline where Terra Prime halted the creation of the Coalition of Planets, Babel became the site of the creation of the Interstellar Coalition in 2161. Later, in 2264, it was the site for talks to consider Earth's admission into the Coalition. (ST - Myriad Universes novel: A Less Perfect Union)
