Banks was a 23rd century Starfleet crewperson assigned to the USS Constitution in the late 2250s.

During the Constitution's mission to Sordinia IV in 2257, Lieutenant James T. Kirk summoned Banks and several other crew members to the briefing room, after discovering some important information in data retrieved from an alien satellite. (TOS - My Brother's Keeper novel: Constitution)

In the following scene, only Polcovich and Livingstone are mentioned as being at the briefing. Livingstone wasn't one of the officers ordered to the briefing, so he was either a replacement for Banks, or else the character was renamed, and this one reference was left in by mistake.
