Baxter was a Starfleet security officer who served aboard the USS Enterprise under the command of Captain James T. Kirk in the 2260s.

In 2267, Baxter accompanied Lieutenant Michael Fuller and a team aboard the shuttlecraft Galileo on a mission to rescue six members of the Anti-Federation League who had crossed into Klingon territory and had been taken prisoner aboard the cargo vessel, IKS B'Ardaq. At the conclusion of the mission, four survivors were located and returned to the Enterprise. (TOS novel: Demands of Honor)
