Deputy Prime Minister Bilok was a member of the trinae Tezwa with grey and white plumage. He plotted with Koll Azernal, then the chief of staff to Federation President Min Zife, to overthrow Prime Minister Kinchawn. Bilok wanted Tezwa to be granted Federation membership. (TNG novel: A Time to Kill)
