The Book of Fulfillment was a religious scroll from the people of Maltos IV's valley of the green river.

The scroll tells the story of Maltos IV's conquest by the Klingon Empire. It begins with a visit by Captain Jonathan Archer (referred to as "The Prophet"), who was driven from the planet as he was considered a madman. Then, a generation later, the Klingons arrive and conquer the natives, enslaving them and forcing them to harvest the planet's natural resources for the benefit of the Empire. Captain James T. Kirk (referred to as "The Liberator") then arrives and leads a rebellion against the Klingon Empire. After the Klingons are driven out and Kirk's crew departs, the natives then hold a ritual celebration ending in the cannibalistic consumption of Klingon prisoners.

Fragments of the scroll, containing the above story were discovered and translated to Federation Standard by Professor Richard Galen. (TOS - Strange New Worlds 9 short story: "Book of Fulfillment")
