Borven was a male Cardassian who lived in the 24th century. In the early 2370s, Borven held the rank of Glinn in the Cardassian Guard and was Gul Trepar's aide.

In 2373, Tekeny Ghemor described Borven as being "a political opportunist with all the loyalty of a hungry vole". (DS9 episode: "Ties of Blood and Water")

Borven later commanded a starship during the Dominion War. (DS9 video game: Dominion Wars)
