Branch was a Starfleet commander who was the commanding officer of the Epsilon IX monitoring station in the early 2270s.

In 2273, Branch and the rest of his staff were "absorbed" by the V'Ger entity as it passed near Epsilon IX on it's course for Earth. (TOS movie: Star Trek: The Motion Picture)
