The Bureau of Conservation was an agency within the United Federation of Planets who were responsible for investigating illegal hunting and any other factors that may endanger the well-being of indigenous species across Federation space. In 2368, they received a tip from a confidential source which informed that a group of criminals had begun to offer hunters who did not possess well developed moral scruples the chance to hunt a race of dragons in a cloud cluster that was surrounded by beta tachyons. A year later, Castor Nayfack infiltrated the hunting ring and enlisted the aid of the USS Enterprise-D to stop the criminal activity. (TNG novel: Here There Be Dragons)
