Burt Ryan was a New York City police officer in the 1950s. His partner was Kevin Mulkahey.

In 1953, Ryan and Mulkahey encountered Benny Russell outside the offices of Incredible Tales and began harassing him. Ryan and Mulkahey later shot and killed Jimmy and attacked Russell after Russell attempted to help the young man. (DS9 episode: "Far Beyond the Stars")

In December of that year, James Wykoff requested Russell's police record from the New York Police Department. The report stated that Russell had attacked the police officers and brandished an offensive weapon. (DS9 short story: "Isolation Ward 4")
