The Central Bureau of Penology was the controlling authority of the Tantalus Penal Colony in the mid-23rd century. The bureau was based in the city of Stockholm on Earth, and served as a clearinghouse for research that was conducted on the colony. (TOS episode & novelization: Dagger of the Mind)

The novelization of the episode simply refers to the bureau as the Bureau of Penology.
