The Chairman of the Tal Shiar was the leader of the infamous Romulan Tal Shiar which was charged with protecting the Romulan Star Empire. (DS9 episodes: "In the Pale Moonlight", "Inter Arma Enim Silent Leges")

Ordinarily, the Chairman was subject to the orders of the Praetor and Empress. They were also addressed as the "Honored Chairman". (VOY novel: Ghost Dance)
