Champagne is a sparkling wine, made in France, on Earth. Throughout the centuries, champagne had been drunk as part of a celebration, and is still used as such in the 23rd and 24th centuries.

In naval tradition, vessels were christened at launch by having a champagne bottle broken against the bow. The tradition was carried over to the launch of Starfleet vessels, like the launch of the USS Enterprise-B in 2293 and the launch of the USS Saratoga-A in 2372. (ST movie: Generations, DS9 novel: Saratoga)
