Captain Chandra was a 23rd century Starfleet officer.
In 2267, his ship was docked at Starbase 11 when the USS Enterprise was there. As a senior officer, Chandra served on the court martial of James Kirk when he apparently caused the death of Lieutenant commander Benjamin Finney. (TOS episode: "Court Martial")
