Captain Chandra was the commanding officer of the USS Kongo as of the year 2262. (TOS novel: The Captain's Oath)

In 2267, his ship was docked at Starbase 11 when the USS Enterprise was there. As a senior officer, Chandra served on the court martial of James T. Kirk when he apparently caused the death of Lieutenant Commander Benjamin Finney. (TOS episode: "Court Martial")

By 2271, Chandra had been promoted to Admiral; that year, he was assigned as the Superintendent of Starfleet Academy, a position he still held in the fall/autumn of 2279. At that time, he was the immediate superior of Rear Admiral James Kirk, who was serving as the Academy's commandant. (TOS novel: Living Memory)
