Chief of Operations. Aboard a Federation starbase or facilty, the officer charged with responsibility for the operation and maintenance of the ship's power, environmental, and other key systems (essentially the same responsibilities as the starship position, Chief engineer).

In regards to Starfleet as an organization, the Chief of Operations has authority of deploying active Starfleet assets as available and appropriate, when directed.
