Chief of staff is a title, held by a high-ranking officer or government official in an organization. A chief of staff can be a highest ranking military officer, and refers to an individual in a position tasked by a politically appointed commander-in-chief or an officer who organizes staff officers for another flag officer or commanding officer.

The Chief of Staff for Starfleet is sometimes also referred to as the Commander-in-Chief of the Federation Starfleet. (TOS novel: Triangle)
