The colAndor Scrolls were a revered Andorian artifact which served as an inspiration on how one was to form a government. It was shown as part of a cultural exhibition to the Tellarites to show them how to form their own government. It consisted of at least five scrolls held together.

However, Ger, the High Councillor to the First Seat of Tellar, took the scrolls and removed the Andorian delegates from Tellar. It became a source of much dispute between the two and the skirmishes almost led to war. A truce was eventually made between the two but the scrolls remained on Tellar.
