Commander-in-Chief of the Federation Starfleet

The Commander-in-Chief of the Federation Starfleet (also known as C-in-C, Commander Starfleet or Chief of Staff) is the Federation Starfleet flag officer who is in charge of the overall organization. The C-in-C serves as a primary military advisor to the Federation President and Council, and has operational authority over the whole of the Federation Starfleet.
Jonathan Archer was promoted to Chief of Staff in 2168 serving until his retirement on January 1 2169. (ENT episode: "In A Mirror, Darkly")
Heihachiro Nogrua was promoted to Chief of Staff in 2270. (TOS novel: The Lost Years)
Dai Mehkan was Chief of Staff in 2276. (TOS novel: Swordhunt)
Admiral Robert Bennett served as Chief of Staff from at least 2287, to at least 2290. (TOS movie: Star Trek V: The Final Frontier, TOS novel: Excelsior: Forged in Fire)
In 2293, the C-in-C was Fleet Admiral William Smillie (TOS movie: Star Trek VI: The Undiscovered Country), but he was quickly replaced by Androvar Drake. (TOS novel: The Ashes of Eden)
In 2311, the C-in-C was Admiral Margaret Sinclair-Alexander. (TLE novel: Serpents Among the Ruins)
In 2381, Admiral Edward Jellico was appointed Commander-in-Chief prior that year's Borg Invasion. (ST - Destiny novel: Mere Mortals) He subsequently resigned and was replaced by Leonard James Akaar. (TNG novel: Losing the Peace.)
