The Commanding Officer, Starfleet Command (also known as Commander, Starfleet) was the Federation Starfleet flag officer who commanded Starfleet Command. (TOS episode: "The Menagerie") This officer was ranked just under the Commander-in-Chief of the Federation Starfleet.

This title is sometimes confused with Commander-in-Chief of the Federation Starfleet (The C-in-C) and Chief of Staff for the Federation Starfleet (Starfleet Chief of Staff), both of which are separate titles.
