Connaught Rossa was a 24th century Human woman who made a long career as a member of the Federation Starfleet.

Besides her Starfleet career, Rossa was also a mother of two sons, including the late Connor Rossa. Connaught Rossa lost both her sons in skirmishes with the Talarians, with Connor and his wife Moira Rossa killed on Galen IV during the Galen border conflicts, and her second son died during a battle at the Krasner outpost. Connaught and her husband considered themselves part of a family that had fought for many generations to bring peace to the galaxy. Her grandson Jeremiah Rossa was the last of Connaught's line of ancestry.
In 2367, Jeremiah was considered to have been lost with his parents on Galen IV, although it was discovered the child had been taken as a prize and raised by a Talarian captain, Endar. Connaught Rossa was a vice admiral at the time, and made motions towards having the boy taken into Federation custody, but Captain Jean-Luc Picard found that Jeremiah, by this time known as Jono, had the right to continue his life in the Talarian space fleet. In 2373, Commander Cortin Zweller was cleared of all charges of violating the Prime Directive and released on the order of Admiral Connaught Rossa, despite the objections of Admiral Marta Batanides and Captain Jean-Luc Picard. This led them to suspect the Admiral Rossa had something to do with the rogue agency Section 31. (TNG - Section 31 novel: Rogue)
