Cygnians are a humanoid species native to the Omega Cygni system in the Alpha Quadrant. They are characterized by their cat-like eyes, strange skin-color, mouse-like tail and by their sympathetic psionic abilities which allow them to perceive the actions of others within a certain range.

Sometime prior to the mid 23rd century, a Cygnian named Magen became stranded in Elysia, and eventually became a key member of the Elysian Council. (TAS episode & novelization: The Time Trap)

The Cygnian currency in the 23rd century was the gold piece. (TOS novel: Crisis on Centaurus)

Cygnian respiratory diseases were a topic of interest to Federation medicine in the 23rd and 24th centuries. (TOS episode: "Obsession"; DS9 episode: "Explorers")

Holor Sethe was a Cygnian computer specialist, who became embarrassed by his homeworld's matriarchal society, so he went to Starfleet instead. (TTN novel: Synthesis)

According to the Alan Dean Foster novelization Star Trek Log 4 and SCE, Magen from The Time Trap was a Cygnian from Omega Cygni. It is not clear, if Omega Cygni, the system Cygnet and Cygnet XIV is related, but the novels Beneath the Raptor's Wing and Synthesis suggest they are.
The female doctor from the USS Kelvin could be a Cygnian too.

Cygnians inhabited eight worlds with full or associate Federation member status and a combined population of 26 billion. Along with Cygnet XIV, other predominantly Cygnian worlds included Ecora, Enas, Escara, Etrolopar, Falas, Grief, and Julietta. (FASA RPG module: The Federation)
