David Bailey was a human Starfleet officer in the 23rd century, who served aboard the USS Enterprise under Captain James T. Kirk.

David Bailey was born on Earth in 2241. In 2259, Bailey entered Starfleet Academy and graduated in 2263. Following his graduation, Bailey was assigned to the USS Carolina, and over the course of the next two years, served with distinction aboard the Carolina and earned several medals in the process, and a promotion to Lieutenant, junior grade. (TOS novel: My Brother's Keeper: Constitution)

In 2265, Bailey transferred from the USS Potemkin to the USS Enterprise as the alpha-shift navigator, following the death of Lieutenant Commander Gary Mitchell on Delta Vega. (TOS novels: My Brother's Keeper: "Constitution" & "Enterprise")

Bailey was on duty as navigator in 2266 when the ship was hit by a cosmic storm generated by a supernova. A short time later the ship was remotely hijacked by a race of Robots and Bailey along with the rest of the crew were forced to disembark and were taken into custody by the Robots. Bailey was later among the party of Enterprise crewpersons who were able to escape when the robot transporter they were being moved on spontaneously exploded. When the rest of the crew later managed to break free and revolt against their Robot captors Bailey urged Captain Kirk to make an escape with him, however as Kirk pointed out the Robots would soon quell the uprising and it was pointless to resist. Instead Kirk sabotaged the Robot's power unit causing them to shut down and allowing Bailey and the rest of the Enterprise crew to escape. (TOS comic: "UK comic strips, first story arc")

In 2266, after the Enterprise made contact with Balok of the First Federation starship Fesarius, Bailey volunteered to join the alien as a form of cultural exchange. (TOS episode: "The Corbomite Maneuver")

In 2373, after over a century of exploring the galaxy with Balok, Bailey encountered the USS Voyager in the Delta Quadrant. Though extremely pleased to see other humans again (and to sample replicator cuisine), Bailey rejoined the Fesarius to continue his travels. (VOY short story: "Ambassador at Large")

According to TOS comic: "Who's Who in Star Trek" #2, Bailey served as a translator on Babel after his stint aboard the Fesarius.
