Degra was a Xindi-Primate scientist who served on the Xindi Council during the 2150s. Degra was the primary designer of the Xindi superweapon and was responsible for all tests of the weapon, including the initial attack on Earth in 2153. When the Enterprise (NX-01) entered the Delphic Expanse several months later, Degra urged the council to hold off on attacking the starship and revealing their presence.
