Ensign Dern was a Starfleet officer. He was stationed on the USS Enterprise-D when that ship attended a Klingon conference with the United Federation of Planets on Deep Space 9. Dern argued with Reginald Barclay and Sutter as to the location of the best food in the galaxy. Dern believed the best dining to be near Starfleet Headquarters in San Francisco, on Earth.
