The Directorate was a political group that arose on Cardassia in the aftermath of the Dominion War. Several members of it were Guls and other officers of the Cardassian Guard.

The initial aim of the Directorate was to prevent Federation ideals seeping into Cardassian society as it rebuilt itself, as they hoped, to its former glory. The popular growth of the Reunion Project headed by Alon Ghemor forced the Directorate to change their tactics somewhat, they eventually and reluctantly agreed to participate in a voting competition. In Cardassia City they won two out of the six sector votes but took it upon themselves to play democracy to their advantage, becoming a staunch opposition to the Ghemor government. In late 2376, the Directorate opposed the Andak Project. Their opposition almost stopped the Project in its infancy, but went ahead after a link was made between Merak Entor of the Directorate and the True Way. (DS9 - Worlds of Star Trek: Deep Space Nine novel: Cardassia: The Lotus Flower)

The Directorate disbanded several years later, although some members later joined together as part of Cardassia First. (ST - The Fall novel: The Crimson Shadow)
