Doug Dean was a 24th century Human man, a career Starfleet officer.

At some point in his career, Dean held the rank of lieutenant commander and served in Starfleet Planetary Geosciences Division. His name was stored in planetary geosciences rosters carried in Starfleet computers, and was sometimes displayed in lists of pertinent log entries on viewscreen data readouts. (VOY episode: "Warhead")

Dean's name was listed on a directory placard on Starbase 32 in the year 2353, when he occupied an office in section 35951 of that facility. (TNG episode: "Violations"; TNG reference: The Continuing Mission)

Captain Dean was attached to Starfleet Orbital Operations in the year 2363, and in that role he worked at 40 Eridani A Starfleet Construction Yards on the construction project of the USS Phoenix. His name was listed in that capacity on that vessel's dedication plaque.
