Draban Lokar was a 24th century Cardassian male, the son of Turat Lokar. Draban Lokar was a key member of the Detapa Council and the Civilian Assembly. He had a son, Barkan Lokar.

Along with Procal Dukat, Lokar was a leading member of the Brotherhood, an organization dedicated to increasing the power of the Cardassian Central Command. (DS9 novel: A Stitch in Time)
