DuVall was a male Human in Starfleet in the 24th century. He was descended from a long line of Starfleet officers, dating back to the founding of the Federation in 2161. As of 2375, he held the rank of commander, and was commanding officer of Starbase 92. He was a successful administrator, but insisted on presenting himself as a tough military type, despite hold a post far from the front lines of the Dominion War. (TOS eBook: War Stories, Book 1)

DuVall may have been intended to be a descendant of Earth Starfleet Captain Duvall, first mentioned in ENT episode: "Silent Enemy" shortly before the publication of War Stories.
