Duras was a member of the Klingon High Council in 2265. That year, he participated in a meeting of the High Council following the mysterious destruction of the USS Bombay. During this meeting Chancellor Sturka decided not to attack Starbase Vanguard in the Taurus Reach, and directed Duras to investigate the reasons behind the Federation's expansion into the Reach. By 2268, Duras was a willing ally of the Romulans and the lover of Tal Shiar operative Valina. He sought to become chancellor and came close to winning over Sturka but was thwarted by his moderate rival Gorkon, who arranged for his treachery to be made public by the Federation News Service, leaving him under investigation by Imperial Intelligence.
