Economic Congress of Advisors of the Ferengi Alliance

The Economic Congress of Advisors was a political body of the Ferengi Alliance which was established by Grand Nagus Zek in 2375 to move the Ferengi into a more democratic age. Thirteen people sit in the Congress. (DS9 novel: Ferenginar: Satisfaction is Not Guaranteed)
Congress had the power to veto any regulation proposed by the Nagus and they had to ratify it before it became law. By the end of the year, the Congress had made monopolies and the dumping of industrial waste illegal, as well as instituting labor rights for all Ferengi citizens. (DS9 episode: "The Dogs of War")
Brunt became a member of the Congress in 2376. (DS9 novel: Ferenginar: Satisfaction is Not Guaranteed) In 2387, a bill was passed to this body by Grand Nagus Rom that proposed a formal alliance with the United Federation of Planets which was greatly opposed by many Ferengi. The bill failed to pass Congress when several lawmakers were paid to vote against it. (ST website: The Path to 2409)
