Elaka was a female Bajoran who took part in the hijacking of the tanker Phoenix in 2370. During this time she had a relationship with Rizo and became hostile toward Jadzia Dax when Rizo showed an interest in her. She later attacked Jadzia thinking she had mated with Rizo. After Dax told her the truth, Elaka appeared to be satisfied and complimented Dax on her fighting.

During the Occupation of Bajor, she was buried alive by Cardassians. Her parents' bodies were thrown on top of her, and she had to claw through them to get out. (DS9 novel: Antimatter)
