em'Rlakun was a female al'Hmatti who served as Prime Minister of taD from the time of the planet's recapture by the Klingon Empire in 2372 at least through early 2376. Essentially a puppet leader, she presented herself as a loyal subject of the Empire and their military governor, Tiral. In reality, however, she was covertly acting on concert with anti-Klingon rebel leader re'Trenat. Following the recall of Tiral and the appointment of Vall as the planet's emperor, succeeding me'Grmat XIX, em'Rlakun became the factual head of government. (TNG novel: Diplomatic Implausibility)
