Emra was the Tzenkethi Ambassador to the Federation in during at least the presidency of Federation President Nanietta Bacco.

During the Borg Invasion of 2381, Bacco called a summit of Ambassadors at the Palais de la Concorde on Earth, hoping to rally an allied fleet to fight the invading Borg Collective. She expected Emra to be present, but the Tzenkethi recalled their entire embassy staff four days prior, although they didn't inform the Federation until they asked, approximately fifteen minutes before the summit was to begin.
