Enderby was a male Human who lived in the 24th century. In the 2370s, he held the rank of Commander and was a member of Starfleet Intelligence. He worked with Luther Sloan in 2374 and may have been a member of Section 31. His partner in Starfleet Intelligence was Jedburgh.

In 2374, Enderby and Jedburgh approached Elim Garak to enlist Garak's help in eliminating Tomas Roeder. The pair manipulated Garak into helping them by threatening to reveal Garak's killing of Vreenak, Grathon Tolar and Vreenak's guards and having him imprisoned. Enderby later travelled to Santa Helena with Sloan, where he may have killed Mexh Brixta. (DS9 novel: Hollow Men)
