Faith Garland was a human female born in the early 20th century and who lived on Earth. In 1947, she was a nurse, working at the U.S. Army Air Field in Roswell, New Mexico along with her boyfriend Jeffrey Carlson.
In 1947, Garland assisted the government when they had recovered an alien vessel had crashed in the New Mexico desert, along with its occupants. This vessel, which had belonged to the Ferengi Quark had accidentally traveled back in time from the 24th century, carrying Quark, Rom, and Nog. Odo was also on board, though he had disguised himself to catch Quark in the act of kemocite smuggling. Carlson and Garland helped Quark and the others escape from American custody. Before departing, Garland expressed her hope that humans and aliens would someday come together in a community - Rom gave her a brief glimpse into the future by telling her that such a community - a Federation did in fact exist. When confronted by authorities, Garland claimed that both she and Carlson had been under insidious Ferengi mind control while helping Quark and the others to escape. (DS9 episode "Little Green Men")
Sometime after the events at Roswell, Garland married Jeffrey Carlson. Many years later Carlson would recall how his wife had used the Ferengi Mind Control claim to excuse their actions in helping Quark and the other Roswell aliens to escape when Shannon O'Donnell used it to excuse her launching the SS Botany Bay.
