The Bureau of Colonization was an agency within the United Federation of Planets which was responsible for providing approval on all prospective colonies. Its duty included assigning survey teams to a colony site in order to determine if it meant the Bureau's standards. These requirements included; that the planet not be an inhabited world, it possess adequate resources for a stable population and be free from any threat. (Decipher RPG module: Player's Guide)
