Fesoan was a male Andorian in Starfleet in the 24th century. As of 2376, he held the rank of commander, and was assigned as chief of security on Starbase Deep Space 10.

In 2377, following a series of mysterious malfunctions around the station, Fesoan launched an investigation into the possibility of sabotage. He was unable to identify any outside saboteurs amongst known visitors to the station; however, being an extremely disciplined and "by the book" officer, he failed to take into consideration the possibility that the sabotage was being committed by a fellow Starfleet officer. Ultimately, with the help of USS da Vinci security chief Domenica Corsi, Lieutenant Ajit Ross was identified as the perpetrator. (CoE eBook: Troubleshooting)
