The negotiations to end the civil war on Allios IV continue while Worf investigates the history of the less advanced of the two civilizations. Meanwhile, Picard is rattled by being identified as one of the phantoms that haunts a seriously wounded researcher they rescued from a marooned orbiter, and Troi, Geordi, and Dr. Crusher investigate the mysteries of what caused the accident.

  • Captain's log, Stardate 44751.4
    My mediation of the tiresome feud between the two primary nations of Allios IV has taken an unexpected turn. The Republic of Juulet, the richer and more technologically advanced of the two, has moved up their schedule in sending a repair shuttle to their stranded surveillance ship. The Nation of Dorossh, whose leaders still consider the ship to be a weapon, can only watch helplessly. The Enterprise, in the same geosynchronous orbit as the surveillance ship, is overseeing the repairs- -an imposition and show of distrust that the Juuletians would no doubt find intolerable if they did not so fervently wish to join the Federation. I have dispatched Commander Data and Lieutenant Worf to investigate the histories and claims of Juulet and Dorossh, respectively. I surmise that their temperaments will suit the them to the chosen countries. With that - and the treatment of the surveillance ship's sole survivor progressing apace - we have a rare quiet moment aboard the Enterprise.
