Admiral Springer was a 23rd century Human man, a Starfleet flag officer by the 2260s decade and the commanding officer of Starbase 7 in the year 2269.

Springer informs Kirk of the Aquila loss.

In 2269, Springer redirected the Federation starship USS Enterprise from Starbase 47 to Starbase 7, following the Tarnak II Incident. Springer believed that Captain James T. Kirk would be a liability around the Klingons following the incident. Springer was about to order the Enterprise to investigate the destruction of the USS Aquila before the attack on Starbase 14 took precedence. (TOS - The Chosen comics: "The Hunted", "Blood Enemies")
