Fitzgerald was a 23rd century Human male. By the 2260s, Fitzgerald was serving as a command division admiral in Starfleet.
Some years prior to the mid-2260s, Admiral Fitzgerald gave Matthew Decker his captain's braid and command of the USS Constellation. None were more surprised at granting the promotion than Fitzgerald, considering Decker's list of reprimands and insubordinate nature.
Following the retirement of the Constellation's chief medical officer in late 2266, Fitzgerald contacted Decker and all but forced him to accept Doctor Lewis Rosenhaus as a replacement, as he considered Rosenhaus to be one of the best doctors in Starfleet. (TOS - The Brave and the Bold, Book One novella: The First Artifact)
In 2268, Fitzgerald contacted Commander Spock aboard the USS Enterprise and ordered him not to beam down to the surface of the planet Gideon in search of a missing Captain James T. Kirk, as such an action could provoke a war. (TOS episode: "The Mark of Gideon")
