Admiral Fleming was a Federation Starfleet officer in charge of the starbase at Alpha Theta VI.

He led a small fleet there in battle against the Borg, and while he was initially able to drive them off, Alpha Theta VI was being blockaded and the planet's supplies were being depleted. He received assistance from a nearby starbase, which sent ships laden with dilithium, latinum, metal, and personnel (after a fleet based there broke through the Borg blockade).
