Ensign Fleming was an Earth Starfleet communications officer who served during the Earth-Romulan War.

In 2156, Fleming served aboard the USS Yorktown when it engaged Romulan forces at Andoria. During the battle, Fleming was responsible for coordinating with Andorian forces. (ENT novel: Beneath the Raptor's Wing)
