Flen etHamwora was a male Payav of the nation-state of Gelta on planet Mestiko. As of the early 2260s, Flen was First Consul of Gelta, and leader of Mestiko's global security council, the Zamestaad.

Circa 2263, he was diagnosed with neplatrenu. And elderly man already, he was not expected to survive long enough for the disease to run its course.

Circa 2264, Flen was informed by his chief science advisor, Mino orDresha, of a rogue pulsar heading for the Mestiko system, which would devastate life on the planet. Flen resolved to share this information with his fellow members of the Zamestaad, but keep it hidden from the general population.

At the same time, Flen became aware of alien beings from the United Federation of Planets on Mestiko, and made a formal appeal for their assistance. (TOS eBook: Mere Anarchy: Things Fall Apart)
